Using Troops in Downtime

Some notes on using soldiers in downtime. These have gone to your LOs. Please, please, please check with your LO and relevant plot ref before undertaking any downtime actions.

I believe the game is better for having a downtime element, but it needs to be tightly restricted. Social interaction and letter writing is acceptable, library research is acceptable, but anything with even a tiny element of risk attached is not permitted as a downtime activity.
