Pretty certain this went out years ago. Technically its now murder to defend yourself from bandits, but the courts take a dim view of anyone taking such incidents to court.
FYI - Just checked - It's still in there for assault and magical assault. Not so for murder.

Someone tries to kill you, you don't need to kill them back, you can just kneecap them. No-one does, but the option is there.
