That's because they have to be bought from player characters. Plate armour isn't there either.

do they start at social 5?

Edit: Law Doc Table says Social 2. Most up to date Spreadsheet says 3. Text in Player guide says guildsman which is 5.

No. They are deemed to be a Guildsman in regards to the limit on being only Guildsman equivalent in one guild.

They are social standing 2 (as per Law Doc).

Spreadsheets do not count as rules.
